While all of those activities sound fun, what is not fun is dealing with an expensive international roaming bill because you forgot to turn data roaming off.
International roaming can be expensive, which is why I always recommend local SIM cards, like a Croatian one, so that you can enjoy local rates.
So, how much do SIM cards cost in Croatia?
You can get a Croatian SIM card for 20 HKR (2.55 USD) from Hrvatski Telekom (Simpa), A1 (formerly vip), Telemach (formerly Tele2) & Tomato in their stores and from resellers, like convenience stores and grocery stores. SIM cards are also sold at various airports, including Zagreb Franjo Tuđman Airport (ZAG).
Not too bad, right? What if I told you that Hrvatski Telekom and A1 offer tourist SIM cards with truly unlimited data for 85 HRK and 80 HRK, respectively.
These SIM cards are also popular with digital nomads, as you can use those SIM cards in your phone or mobile hotspot, which can then be used while working on your business while on the beach.

In this guide, I will go over everything you need to know about buying a SIM card in Croatia. Let's go.

What is the Best SIM Card in Croatia?
So, who are all these mobile operators and what options are available for you?
Croatia has four mobile operators offering prepaid services easily accessible to tourists:
- Hrvatski Telekom (Simpa)
- A1 Croatia (formerly vip Croatia)
- Telemach Croatia (formerly Tele2 Croatia)
- BonBon Croatia (Hrvatski Telekom MVNO)
- Tomato Croatia (A1 Croatia MVNO)
n this guide, I will stick to the mobile operators and the most popular MVNOs, all in bold above, to limit the length of this guide (but also not to overwhelm you with all the options available).
But if you are interested in getting a SIM card from one of the unbolded MVNOs, you would have to do the research yourself for the time being. I stopped actively testing and reviewing MVNOs to spend time reviewing travel eSIMs instead, like the ones for Croatia.
Anyone living in or visiting Croatia can buy a Croatian SIM card with no restrictions, but you do have to comply with the Croatian SIM card registration regulations.

Which, in this case, is only showing your passport (or European Union ID if you have one) at the point of sale.
Where Can You Buy an Croatian SIM Card (+Costs)?
You can get a Croatian SIM card in Hrvatski Telekom (for Simpa), A1 (formerly vip – also for Tomato) & Telemach (formery Tele2) stores. Resellers, like post offices, newsstands & grocery stores, also sell SIM cards. Some Croatian airports sell (tourist) SIM cards (at inflated prices).
You can expect to pay the following for Croatian SIM cards:
- Simpa by Hrvatski Telekom: 20 HRK
- A1 Croatia (formerly vip Croatia): 20 HRK
- Telemach Croatia (formerly Tele2 Croatia): 20 HRK (regular), 49 HRK (regular) & 70 HRK (data-only)
- Tomato Croatia: 20 HRK
The following Croatian mobile operators also have SIM cards targeting tourists:

In recent years, (travel) eSIMs have become extremely popular.
Especially after Apple made iPhones (14- & 15 series) sold in the United States eSIM-only, forcing its users to use eSIMs – even when abroad.
As a result, the adoption of eSIM technology by mobile operators worldwide rose impressively quickly.
Currently, only A1 Croatia (formerly vip Croatia) offers eSIMs to prepaid customers.`

Surprisingly, travel eSIMs can be cheaper than a Croatian SIM card or eSIM in specific scenarios.

Hrvatski Telekom (Simpa – formerly T-Mobile Croatia)
Hrvatski Telekom, sometimes referred to as just Telekom or HT and formerly T-Mobile Croatia, is the largest mobile operator in Croatia.
It also won the Croatia Fastest Mobile Network Speedtest Award of 2021.
It has the best overall network in Croatia.
Its prepaid brand is called Simpa, which is why you will see me refer to both brands as Hrvatski Telekom/Simpa.
Hrvatski Telekom, by Deutsche Telekom (from Germany), is active in Europe (as Telekom and T-Mobile) and the United States (as T-Mobile).
Hrvatski Telekom uses the following frequencies:
- 2G: 900 MHz & 1800 MHz
- 3G: 900 MHz & 2100 MHz
- 4G/LTE: 800 MHz (Band 20), 1800 MHz (Band 3) & 2600 MHz (Band 7)
- 5G NR: 2100 MHz (n1) & 3500 MHz (n78) – not for prepaid customers (yet)
- VoLTE: Yes
- VoWiFi: Yes

You can get a Hrvatski Telekom SIM card, called Simpa, for 20 HRK with 20 HRK credit in Hrvatski Telekom stores and from resellers, like gas stations and post offices. Hrvatski Telekom/Simpa SIM cards are also sold at various airports, including Zagreb Franjo Tuđman Airport (ZAG).
Short-term visitors and tourists can also get the Hrvatski Telekom Visiting Croatia SIM card – Hrvatski Telekom's tourist offering.
For 85 HRK, you get 5 HRK credit and unlimited data for 7 days.
If you plan on staying in Croatia for more than a week, top-up at least 60 HRK every week, and the Visiting Croatia plan will auto-renew at the reduced rate of 60 HRK (instead of 85 HRK initially).

While Hrvatski Telekom does have eSIMs, they are (currently) not offered to prepaid customers (Simpa).
You can consider getting a travel eSIM for Croatia, which can, in specific scenarios, be cheaper than getting a SIM card from Hrvatski Telekom.
Especially if you get a Europe-wide eSIM (for when you visit at least two or more supported European countries) or a global eSIM (for frequent travelers visiting multiple continents).

A1, as a company from Austria, is active in Belarus, Bulgaria, Croatia, North Macedonia, Serbia & Slovenia.

However, you will still have reception almost anywhere in the country.

Data-only SIM cards (NET2GO) are sold for 70 HRK with 20 GB. You can also get them at several Croatian airports, such as Zagreb Franjo Tuđman Airport.

Telemach has no eSIMs – not even for postpaid customers.
You should consider getting a travel eSIM for Croatia because they can sometimes be cheaper than getting a SIM card from Telemach.
Especially if you get a Europe-wide eSIM or a global eSIM.

Coverage – Tomato Croatia
Tomato is an A1 Croatia MVNO, meaning Tomato uses the A1 Croatia network and does not have its own mobile infrastructure.

Note that Tomato has no 5G NR access.
SIM Card Price – Tomato Croatia
You can get a Tomato SIM card for 20 HRK in Tomato Partner stores, like gas stations, kiosks & post offices. Tomato SIM cards are not sold at airports, like Zagreb Franjo Tuđman Airport (ZAG).

Tomato has no eSIMs – not even for postpaid customers.
You may want to get a travel eSIM for Croatia, which can be cheaper than getting a SIM card from Tomato (in some cases).
Especially when getting a Europe-wide eSIM if you do not stay in just Croatia or a global eSIM valid for up to a year if you want one eSIM to work practically worldwide.
